Carey Smith
President And Chief Executive Officer
Carey Smith is president and chief executive officer, responsible for the company’s strategy, growth, business execution, and global operations. Before joining Parsons, she served in progressive leadership roles at Honeywell, including as President of its defense and space division, Vice President of Honeywell Aerospace Customer and Product Support, and President of Honeywell Technology Solutions, Inc. Prior to joining Honeywell, Ms. Smith held various executive positions at Lockheed Martin. She is on the Parsons and Edison International Board of Directors, chairs the Professional Services Council’s Board of Directors, and is also a member of the board of directors for the Intelligence and National Security Alliance and the United States Geospatial Intelligence Foundation.
George Ball
Chief Financial Officer
George was appointed chief financial officer and executive vice president in 2008. Since joining the company in 1983, he has served in a variety of financial and operational positions. In addition to his responsibilities at Parsons, he serves on the Board of Directors of Cornerstone Building Brands, Inc.
Susan Balaguer
Chief Human Resources Officer
Susan is the chief human resources officer, responsible for all aspects of human resources to include the employee lifecycle and employee experience for the organization. Before joining Parsons, she held top level human resources positions at Serco North America and Engility. She was also a senior leader at CACI and held progressive leadership positions at Raytheon. Susan is a member of the executive leadership team and is an executive sponsor of the Diversity, Equity, and Inclusion Counsel. She also sits on the Mid Atlantic Organizational Development Executive Roundtable.
Paul Decker
President, Defense And Intelligence
Paul is president of the defense and intelligence business unit within Parsons Federal Solutions. Prior to this role, Paul was the senior vice president of cyber and intelligence where he was responsible for developing and delivering the company’s overall corporate technical and growth strategy for the market. He has extensive experience in the arena of Cyber Space Operations including operational and leadership support to Defensive Cyber Operations, Offensive Cyber Operations to include mission execution, strategic policy, and security strategy and planning. His operational leadership and technical experiences include support to the United States Strategic Commands Computer Network Defense and Computer Network Warfare mission sets. Paul proudly served his country in the U.S. Marine Corps.
Doug Dreyer
Chief Growth Officer
Doug oversees enterprise proposals, growth strategy, mergers and acquisitions, government relations, competitive intelligence, pricing, business development training, and integrated business development metrics. Doug is a member of the corporation’s Executive Leadership Team and also serves as Executive Sponsor of the Leadership Council.
Mark Fialkowski
President, Mobility Solutions
Mark is responsible for the leadership, strategy, growth, business execution, and operations for Parsons’ Mobility Solutions Business Unit. Mark joined Parsons in 1989 as a Transportation Engineer, and has held a series of progressively more responsible leadership roles within the critical infrastructure industry, including Executive Vice President of Parsons’ Mobility Solutions Business Unit responsible for profit & loss, strategy, growth, project delivery, talent management and operations for the North American and Middle East Bridge, Road & Highway, Tunnel, Water/Wastewater, and Industrial markets.
Michael “Mike” Kolloway
Chief Legal Officer
Mike serves as Senior Vice President and chief legal officer. He joined Parsons in 2016 as vice president and deputy general counsel – Americas. Before that, he served as senior corporate vice president/assistant general counsel for operations and risk management at AECOM. He began his career as a partner in the Chicago law firm of Rock, Fusco and Garvey where he was a member of the Federal Trial Bar for the Northern District of Illinois, focusing his practice on civil litigation.
Ricardo “Rico” Lorenzo
Chief Technology Officer
Rico is responsible for the development and implementation of the innovation and technology strategy across the enterprise. He accomplishes this through internal Research & Development (R&D) to all forms of external technology leveraging including commercial technology partnerships, contract R&D, and university partnerships. The portfolio includes technologies ranging from digital modernization to integrated systems, and from cyber to artificial intelligence/machine learning, data analytics, advanced sensors, electronic warfare, smart mobility, environment remediation, and space technologies. He is also responsible for the offices of the chief information officer, chief security information office, S-WORX, and the Parsons Fellows.
Jon Moretta
President, Engineered Systems
Jon is president of engineered systems, a Parsons federal business unit that delivers, protects, and sustains critical assets across the defense, intelligence, and critical infrastructure markets. Jon has over 35 years of experience, spanning operations, engineering, procurement, and construction, as well as technology development and commercialization. In his current role, Jon is responsible for leading advanced engineering, planning, design, and delivery of complex infrastructure, environmental, energy, and life sciences products and services to U.S. government customers across five continents that include the U.S. Department of Energy, National Science Foundation, Program Executive Office Assembled Chemical Weapons Alternatives, Defense Threat Reduction Agency, U.S. Air Force, U.S. Department of Labor, Federal Aviation Administration, U.S. Navy and the U.S. Army Corps of Engineers.
Peter Torrellas
President, Connected Communities
Peter is responsible for the leadership, strategy, growth, business execution, and operations of Parsons’ connected communities business unit. Peter joined Parsons in 2021 and brings more than two decades of experience leading digital transformation across infrastructure markets, including intelligent transportation systems, smart mobility, energy, aviation, and rail and transit. He most recently served as managing partner and vice president of the Digital Cities and Infrastructure Practice at Siemens Advanta, the digital transformation consultancy and professional services arm of Siemens. Peter is a recognized leader in delivering results at the intersection of technology and critical infrastructure.
Wendy Van Wickle
Chief Business Operations Officer
Wendy leads enterprise business operations functions, including procurement, government security, program excellence, program risk and controls, acquisition integration, safety, and facilities. In addition, Wendy is responsible for environmental, social, and governance (ESG). Wendy is responsible for overseeing the day-to-day operational functions of the business, designing and implementing business strategies, plans, and procedures that optimize the use of resources, people, processes, and technology.
Jason Yaley
Chief Communications Officer
Jason is Parsons’ chief communications officer, responsible for leading the company’s global communications and marketing portfolio, including corporate communications, media relations, workforce communications, creative services and brand management, marketing and advertising, corporate philanthropy, memberships and trade associations, digital communications, and corporate events. He is a member of the corporation’s Executive Leadership Team and serves as Executive Sponsor of Parsons’ Diversity, Equity, and Inclusion Council. Before coming to Parsons, he led communications programming inside the U.S. Department of Defense, the Aerospace Industries Association, and in organizations across the aerospace and defense sector.

Charles L. Harrington
Executive Chairman Of The Parsons Board of Directors
Mr. Harrington has served as Executive Chairman since his retirement as Chief Executive Officer of Parsons in July 2021. He was appointed Chief Executive Officer in May 2008. He was named Chairman of the Parsons Board of Directors later that year and President of the corporation in 2009. Before his appointment in 2006 to the position of Executive Vice President, Chief Financial Officer, and Treasurer of Parsons, Mr. Harrington was the founding President of one of Parsons’ divisions.

Mr. Holdsworth is a Founder and Managing Partner of The Holdsworth Group. Before that, he was Co-Founder and Managing Partner of Tennenbaum Capital Partners, LLC, and a Vice President of Corporate Finance at U.S. Bancorp Libra, Inc. He serves as Vice Chairman of EP Management Corporation and served as Chairman of International Wire Group. Mr. Holdsworth currently serves as Chairman of WinCup, Inc., and Chairman of Real Mex Restaurants, Inc. He is a National Trustee of Boys & Girls Clubs of America.
Steven F. Leer
Former Executive Chairman Of The Board Of Directors Of Arch Coal, Inc.
Mr. Leer is former Executive Chairman of the Board of Directors of Arch Coal, Inc. He previously served as Chief Executive Officer and Chairman of the Board, and before that he was President as well as Chief Executive Officer from the time the company was formed. Prior to Arch Coal’s formation, Mr. Leer served as President and Chief Executive Officer of Arch Mineral Corporation, one of Arch Coal’s predecessor companies. In addition, he serves on the boards of Norfolk Southern Corporation, USG Corporation, and Washington University in St. Louis, and is a former regent of the University of the Pacific.
Letitia A. Long
Former Director Of The National Geospatial-Intelligence Agency (NGA)
Letitia Long has served in senior leadership positions across NGA, the Defense Intelligence Agency, and the DoD for nearly 40 years. She led NGA from 2010-2014, reporting to the Secretary of the Defense, the Chairman of the Joint Chiefs, and the Director of National Intelligence. Under her leadership, NGA became the first U.S. agency to adopt open-source software development and collaboration that delivered critical information to first responders during and after natural disasters. She has been awarded the Department of Defense Medal for Distinguished Civilian Service, the Presidential Rank Award of Distinguished Executive, the Navy Distinguished Civilian Service Award, the Presidential Rank Award of Meritorious Executive (two awards) and the National Intelligence Distinguished Service Medal (three awards). In 2011, she received the Charlie Allen Award for Distinguished Intelligence Service from the Armed Forces Communications and Electronics Association, was decorated with the Medal of Merit by the King of Norway, was appointed to the rank of Chevalier in the National Order of the Legion of Honor of France and awarded the Commander’s Cross of the Order of Merit of the Republic of Poland.
Darren W. McDew, General USAF (ret)
Retired U.S. Air Force General
Gen. McDew served with distinction in the United States military for 36 years. Throughout his career, he had the opportunity to lead at all echelons; culminating as the Commander, United States Transportation Command (USTRANSCOM). As a unified combatant command comprised of all the armed services, he served as the senior uniformed officer responsible for global air, land, and sea transportation, and patient movement for the Department of Defense. Gen McDew was commissioned as an Air Force officer in 1982. His journey began as a pilot and continued through multiple operational leadership roles and unique assignments at the White House (Military Aide to the President), the Pentagon (Strategic Plans and Policy for the Chairman of the Joint Chiefs), and on Capitol Hill (Chief, Air Force Senate Liaison).

Mr. McGovern previously served as Acting Secretary of the U.S. Air Force and Staff Director of the Senate Committee on Armed Services.
Harry T. McMahon

Having spent 32 years in investment banking, Mr. McMahon has broad experience providing strategic and financial solutions for corporations and institutions worldwide. This has included leading teams on mergers and acquisitions and corporate finance advisory projects. He previously served as Executive Vice Chairman of Bank of America Merrill Lynch, and currently serves as an independent director in both the for-profit and not-for-profit sectors, including California Resources Corporation, where he chairs its Compensation Committee; Cottage Health System; Claremont McKenna College, where he was Board Chair for eight years; and the Henry R. Kravis Leadership Institute. He also acts as Senior Advisor and Director of G100 Companies.

Mr. Mitchell was National Managing Partner of Deloitte & Touche LLP’s mortgage banking and finance practice. Before that, his roles with the firm included Regional Managing Partner for various practices, Associate National Managing Partner for the banking and thrift practice, and partner in the mergers and acquisitions and capital markets practice. Mr. Mitchell currently serves as a director for Special Value Opportunities Fund LLC; Reis, Inc.; Grandpoint Capital, Inc.; and Western Asset Mortgage Capital Corporation. In addition, he serves as Vice Chairman of the Board of Directors of Marshall & Stevens. Mr. Mitchell also serves as Chairman and President of the Southern California Chapter of the National Association of Corporate Directors (NACD). He is recognized by NACD as a Board Leadership Fellow and was named to the “100 Most Influential People in Corporate Governance” list by Directorship magazine in 2011 and 2012. In addition, he served a 2-year term as an Accounting Fellow for a federal agency.

President Of Kilovolt Consulting, Inc.
Maj. Gen. Vautrinot is President of Kilovolt Consulting, Inc., a cyber security strategy and technology consulting firm. She serves as a Director on the boards for Symantec Corporation; ECOLAB, Inc.; the Battelle Memorial Institute, and Wells Fargo. Before retiring, she was a Major General in the United States Air Force and served as Commander, 24th Air Force and Air Forces Cyber.
David C. Wajsgras
Former President Of The Intelligence, Information And Services (IIS) Business (Raytheon)
Mr. Wajsgras has 20 years of experience at the senior executive management level, providing operational, strategic, and financial leadership in both the commercial and defense industries. He most recently served as President of the Intelligence, Information and Services (IIS) business at the former Raytheon Company, now part of Raytheon Technologies after the merger with United Technologies Corporation in April 2020. Under Mr. Wajsgras’ leadership, IIS drove digital transformation by challenging traditional defense industry software development tools, culture, and process standards through the implementation of commercial software best practices. Mr. Wajsgras was named to Executive Mosaic’s Wash100 list of top government contracting leaders for the past six years. He was also selected as WashingtonExec’s Intel Industry Executive of the Year in 2019 and Federal Computer Week’s Industry Eagle award winner in 2018. Previously, he was senior vice president and chief financial officer at Raytheon and directed the company’s overall financial strategy.
